Pass Control
Safety and security is our top priority. To ensure the highest level of security is maintained at John C. Munro Hamilton International Airport, all personnel entering restricted areas of the Airport must have the appropriate security clearances and adhere to Transport Canada regulations to prevent or reduce unlawful interference with civil aviation.
The information in the following section is directed to employers and employees who work and/or operate business at Hamilton International Airport and is not intended for the general public.
Overview
Hamilton International Airport’s Pass Control Office is located inside the Air Terminal Building at the Operations Centre. To contact the Pass Control Office, please email passcontrol@flyhamilton.ca or call 905-667-8788 during business hours.
Hours of Operation
The Pass Control Office is open:
- Monday to Thursday from 9:00 AM to 4:00 PM
All appointments with the Pass Control Office will be scheduled during these hours of operation.
Services by Appointment
The Pass Control Office operates on an appointment-based system. All appointments should be booked in advance through our online system. Walk in appointments are not permitted. If you are more than five minutes late for your appointment, you may be required to rebook.
The Pass Control Office is accepting appointments for the following services:
- New applicants who do not hold any form of a pass
- Transportation Security Clearance (TSC) applicants
- Restricted Area Identity Cards (RAIC) applicants
- Pass holders renewing or transferring their RAIC
- Pass holders exchanging a temporary RAIC pass for a permanent one

When you arrive for your appointment, please wait outside the Operations Centre and a pass control officer will call you when it’s time for your appointment.
Other services available through the Operations Centre
Exceptions for urgent requests will be reviewed on a case by case basis.
Airside Vehicle Identification Permit
No appointment necessary. Required paperwork can be picked up and submitted to the Operations Centre at any time. Permits will be available for pick up within three (3) days.
Parking Passes
Please ensure that you have your required paperwork completed when you arrive for your pass appointment along with proof of payment for the required security deposit (where applicable). The Pass Control Office is now cashless and all security deposits must be made online prior to submitting your paperwork. In cases where an appointment may not be necessary, please contact the Pass Control Office for further instructions on how to obtain a parking pass. Parking passes will be available for pick up within three (3) business days.
**Please note that Parking Pass refunds will only be issued during the Pass Control Office hours outlined above.
D and D/A Airside Vehicle Operators’ Permit (AVOP) Written and Practical Tests
Please email avop@flyhamilton.ca to book your written and/or practical tests. AVOP testing will be scheduled during off-peak operating times.
